"General" in "1" refers to the tariff of most of the imported products from the world (including China), "special" refers to the import tariff of the countries with relevant free trade agreements with the United States.
"2" refers to the import tariff of a special country with limited trade (such as North Korea) that has no trade relationship with the United States.
Therefore, we are looking at the tax rate of "general".

If the product is included in the list of products that the United States imposes tariffs on China, you will see a small "/", click it, as shown in the figure below, there is a special list to enter the list of tax increases.
